During the usual review State Enterprise "Medical Procurement of Ukraine" identified an unscrupulous supplier

Strict anti-corruption procedures - one of the most important pillars of our work. This directly touches our ongoing work, cooperation with the counterparts, internal audits and educational sessions regarding all aspects of anti-corruption work.

According to the Law of Ukraine “On Preventing Corruption” there is the position of the Anti-Corruption Compliance Officer in MPU, who coordinates all these directions.  

For us, compliance with these standards is not only words. This is everyday work. As we are operating the taxpayers money and our own reputation. We cannot put these assets at risk, or manage them non-effectively. 

Here is an example. Recently, when procuring personal protective equipment for fighting COVID-19, we received a commercial proposal from one of the retailers. The supplier provided all supporting documents and the letter of confirmation from the producer. During the standard procedure of the review of the counterpart, we identified that some of the provided documents bearded signs of forgery. We demanded the supplier to provide an explanation, however, he called away his commercial proposal. 

In case of the absence or improper use of the procedure of review of the counterparts, unscrupulous supplier, having assumed contractual obligations, would not be able to fulfill them on time and in full. In this case, we would be obliged to turn to the court. This would cost us time, final beneficiaries would not receive much-needed goods, the trust would be lost. Therefore, the best way to identify such an unreliable supplier is to put in place a strong procedure of preliminary review.   

We would like to highlight that MPU established the confidential hotline and specialized mailbox which both can be used exclusively for the applications on the possible cases of the corruption or unethical behavior from the side of the MPU’s staff. All applications to these resources are to be treated by our Anti-Corruption Compliance Officer in a confidential manner.
