On June 14, 2021, SE "Medical Procurement of Ukraine" presented and initiated the discussion with the key stakeholders in the medical field regarding the Development Strategy 2021-2023. The event took place at the Ministry of Health of Ukraine.
After receiving the feedback from all the involved structures the Strategy will be respectively updated. After its approving by the newly established Supervisory Board of the SE "Medical Procurement of Ukraine" the Strategy will be published at the website.
The Strategy includes the following areas of development for the period 2021-2023:

effective implementation of the procurements and deliveries. Meaning transparent and cost-effective procedures, organization of the transportation according to the WHO standards with the respective license for the import and wholesale trade. The way not to create the deficit of medicines in the hospitals at the same time not storing them there;

new IT solutions. This will include development of the logistics and BI modules;

development of the anticorruption instruments, namely, receiving of the certification ISO 37001:2016 Anti-bribery management system;

usage of the new procurement instruments on the national and regional levels. Such as managed entry agreements for the procurement of the innovative medicines, agreements with the medium-term commitments, which give the possibility to procure for the periods of time longer than one budget year, provision of the services to the regional public consumers, as the prices, for which SE "MPU" procures medicines are up to 7 times cheaper than on the regional level.
"The Ministry of Health of Ukraine adhere to the idea to transmit all non-specific functions, such as procurement, to the SE "MPU". With this we strive to receive qualitative results. All the issues, mentioned in the Strategy, are indeed actual. It is really important to give to the SE "MPU" the status of the centralized procurement organization. This way they will be able to procure for the other public customers and make regional procurements more effective. The other not less important priority of work is to open all the data that can be opened to the broad public. This also corresponds to the strategic goals of the Ministry to be more transparent and accountable. "The President of Ukraine Volodymyr Zelenskiy as well as the political party Sluga Narody (People's Servant) declared the need to provide patients with quality, affordable and innovative medicines. This is exactly the mission of the SE "MPU". The team of the agency already proved that it can procure medicines efficient, transparent and cost-effective, saving billions of taxpayers' funds.
The Strategy of the enterprise fully corresponds to the vision of the Committee of the Parliament in terms of improving the system of procurement in healthcare. To my mind, SE "MPU" should also procure on behalf of the other public clients or state structure, namely medicines, equipment etc. Everyone will gain from this, primary - the patients. On the legislation level we will do our outmost to give the agency the instruments for the effective work. For example, we undergone the first reading of the legislation on the managed entry agreements and very recently the Parliament supported the agreements for the period longer than one budget year", - Mykhailo Radutsky, Chair of the Committee on the Nation's Health, Medical Assistance and Medical Insurance.

Representatives of the National Healthcare Service of Ukraine, Centre of the Civic Health of the MoH of Ukraine as well as representatives of the donors and international organizations participated in the event.
