The Ministry of Health of Ukraine, in collaboration with the Medical Procurement of Ukraine, launched a pilot project of the e-Stock electronic system for managing medical goods
The primary consumer of this functionality is healthcare facilities. Via the e-Stock system, they will submit the demand for medicines and medical products, which will be purchased at state expense.
This will optimize the process of gathering demand, making it better and more systematic. The demand collection and user management modules became operational in the first stage. The purpose of the pilot is to test and, if necessary, finalize the functionality of the demand collection module so that in the future, it covers all medical goods that Ukraine will purchase for the patients` needs.
"Every year, Ukraine allocates significant funds for the purchase of medicines, but patients don't always have information about their availability. On the other hand, the lack of an integrated system that allows tracking, evaluating purchases, distribution, and accounting of drugs leads to gaps in planning. Therefore, the goal of implementing e-Stock is to improve the management of stocks of medicines and medical products. Also, e-Stock will provide the availability of information about medicines for patients," says Maria Karchevych, deputy Minister of Health for Digital Development.
"Previously, the demand for medical supplies, which the state must purchase for Ukrainians, was collected in most cases at the level of the region. Medical procurement of Ukraine purchased some goods. Others were procured by international specialized organizations. There was a lack of solution that would aggregate all data at the hospital user level and standardize the collection of requirements regardless of who the purchaser is. The e-Stock functionality solves this problem. It will allow seeing the overall picture and better planning the procurement process," explains Alona Zhuzha, deputy general manager on IT development of the Medical procurement of Ukraine.
We remind you that e-Stock will collect an entire cycle of data on the circulation of medical products. The system will aggregate information about the need, delivery, and availability of drugs in hospitals, their use, disposal, etc.
162 hospitals and health care departments are already connected to the system. They will submit the demand for medical goods for 2023 via the e-Stock system in the areas of Adult oncology, Endoprostheses, and transplant kits.
International partners joined the development of the system: USAID implementing partner, SAFEMed Project and the Global Fund.
