Today the government of Ukraine voted for the Decree that provides the SE “Medical Procurement of Ukraine” with the status of the centralized procurement agency (CPA). This is an optimistic news for our team as well as for the regional purchasers of the medical items.
What does the newly obtained status means for the MPU?
- With it we will be able to continue our fruitful work with the Prozorro Market medical catalogue. The Law of Ukraine “On Public Procurement” states that creation of the e-catalogues, their administering and support should be done only by the centralized procurement agency. For some period of time MPU provided pilot administering of the catalogues. However, without having the status of the CPA we were unable to continue working with them. Prozorro Market medical catalogue today:
- 3055 items;
- 281 qualified suppliers;
- 872 public bodies as the purchasers that use catalogues on a regular basis;
- 1543 deals for the sum of 16 268 242 mln UAH.
In our new status we can continue working with the catalogues in the full-speed and develop them further;
- Increasing of the pre-threshold procurement sum for up to 200 thousand UAH. Earlier, the maximum sum of the orders in the catalogue was 50 thousand UAH. This limited the suppliers and the clients. The new status enables us to arrange procurements for up to 200 thousand UAH. This will be possible through the specific procedure called the request for the prices. The functional for holding such a procedure is currently under the development and will be ready soon. The enlargement of the pre-threshold sum influences in a positive way the enumeration of goods in the catalogue, average prices and supplier’s competition, gives more possibilities to engage business entities into selling goods to the state structures, the speed of closing deals and quality of the goods. These is rather actual during the times of COVID-19 pandemic;
- Economy of the public funds. State clients can save money by procuring goods in the medical catalogues. Prices on Prozorro Market 44% lower than while using any other procedure.
