Since the beginning of 2021 SE "Medical Procurement of Ukraine" has no funding to proceed with its operational activities. Ministry of Health of Ukraine did not approve the Interim Plan for the Use of Budget Funds for 2021, which was sent to the Ministry of Health at the end of December 2020.
Without the approval of the funds for the work of the enterprise from the side of the Ministry of Health of Ukraine, since the beginning of January 2021 the work of the enterprise is blocked.
As of now we cannot proceed with the following operations:
- to receive and deliver goods. This applies to medicines and medical goods procured for the state programs of the Ministry of Health of Ukraine. In particular, in such areas as youth and adult oncology, youth and adult hemophilia, cerebral palsy, multiple sclerosis, ART, medicines for the treatment of respiratory disorders for the newborns and others. This also concerns personal protective equipment and anti-COVID-19 products, such as protective suits and protective equipment, medical masks, rapid tests for coronavirus antigen SARS-CoV-2 and medicines;
- continue to collect information on the on medical residues in the regions, as well as to collect the data needed to compile national statistics on the fight against COVID-19. This threats our system MedData, as we have to purchase the capacity of servers for 2021 (the previous agreement was limited to 2020). MedData collects data from the hundreds of doctors and laboratories across Ukraine. These data is used by the Cabinet of Ministers of Ukraine and the National Security and Defense Council of Ukraine to plan effective control over the spread of COVID-19. We perform the technical support of the system and all key communication with the regions. All existing and planned decisions are at risk;
- sign and exchange documents with the logistics partner, business counterparts, the State Treasury Service of Ukraine, the Ministry of Health and other structures with which we interact in operational activities;
- carry out accounting of goods, provide statements on payment of bills for contractors, generate reports on the use of budget programs and close prepayments for the State Treasury Service of Ukraine;
- to conduct anti-corruption examination of contractors.
This is not an exhaustive list of those processes that are blocked by the Ministry of Health of Ukraine due to the absence of financial resources.
We appeal to the Cabinet of Ministers of Ukraine, the Ministry of Health of Ukraine and all government agencies involved in this process. Such documents as the nomenclature of goods to be purchased, the passport of the budget programs and the plan for the use of the budget funds for 2021, which, among other things, ensure the operational activities of the enterprise, must be improperly approved.
Delays put at risk the patients, which are receive the treatment, create inconveniences for the businesses, inflicts the reputation of the enterprise as a reliable partner.
