Our monitoring report for the procurement 2020 is published

We collected all key information in this document: main achievements, timelines, data on the implementation of the procedures and reasons why some items could not be procured. We are confident that this information will be helpful to adequately assess the procurement year 2020 and draw conclusions for the procurement year 2021. In details, we provide the following information: 

  • the savings account at around UAH 1.08 billion or 21,5% of the taxpayers money, for the procurement of 374 items for the state programmes of the Ministry of Healthcare of Ukraine. The estimated value of the tenders, which we received from the Ministry, was UAH 5.03 billion; 
  • in comparison with the previous procurements, performed by the international specialised organisations, CPA managed to save taxpayers money on 204 positions among the ones available for comparison. 23 items we purchased for the price which is at least 50% less than the one received by the international organisations and for the 89 positions our prices were at least 20% lower;
  • we received unprecedented competition at some of the procedures - up to 10 participants (for example, for Lenalidomide), while the average number of the participants at our procedures at Prozorro were 2,91; 
  • we performed procurements for the prices 7 times lower than the regional clients for the identical positions;
  • we had 130 unique bidders. Among the top 10 bidders, which ensured the largest reduction at the auctions, nine are manufacturers. This shows that we attract global producers to the Ukrainian market and have their trust;
  • we saved UAH 1.037 billion from the proven value on the purchase of PPE. For this money we additionally purchased medicines against COVID-19, 20 million masks and more than 5 million rapid tests for the antigen;
  • we managed to save UAH 148.7 million on the purchase of the ambulances and reduce the cost of computer tomographs by UAH 163.1 million from the initial price with which suppliers entered the tenders. This reduction was achieved thanks to the professional market analysis, quality preparation of the tender documents and effective use of the procurement tools.

In 2020, we achieved 80% of completed and exceptionally effective procurements. This became possible due to the support we received from the Parliament's Committee on Healthcare, the government of Ukraine, market players who trusted us, as well as due to the persistence of our team.

Planning and strict adherence to regulatory deadlines for decision-making and procedures themselves - are key elements for the successful procurement process. It is critical to ensure effective cooperation between the state bodies involved in this process, in particular, from the side of the Ministry of Healthcare of Ukraine. 

An independent audit of the 2020 public procurement by the Accounting Chamber of Ukraine will take place soon. We are ready for such audit and hope for a truly unbiased assessment of the work of all structures involved in the procurement process last year.

Finally it should be noted that we are still waiting for documents from the Ministry of Healthcare that allow us to start procurement procedures for 2021.
