The right of the organizer of the procedures to conduct such consultations is regulated by the Law of Ukraine "On Public Procurement". The implementation of the provisions of the Law are envisaged in the Procedures for conducting preliminary market consultations before announcing procurement procedures, which is Annex № 1 to the Standard Operating Procedure "Organization and conduct of procurement procedures", approved with the order of SE "Medical Procurement of Ukraine" from 12.12.2019 № 112 (with amendments).
In 2021, according to the Order of the Ministry of Healthcare of Ukraine № 32 from 12.01.2021, SE "Medical Procurement of Ukraine" will perform procurements of medicines and medical devices for 19 areas, specifically:
- Chemotherapy medicines, radiopharmaceuticals and medicines that support treatment of cancer patients;
- Medicines and medical devices for the treatment of children with cancer and oncohematological diseases;
- Medicines to for adults with type A or B haemophilia or Willebrand's disease;
- Medicines for children with type A or B haemophilia or Willebrand's disease;
- Medicines and medical devices for healthcare facilities to provide treatment for patients with cardiovascular and cerebrovascular diseases;
- Medical devices for citizens suffering from idiopathic dystonia, torticollis, idiopathic oromandibular dystonia;
- Medicines for the treatment of patients with multiple sclerosis;
- Medicines for the treatment of citizens suffering from a resistant form of juvenile rheumatoid arthritis;
- Reagents for the mass screening of newborns for phenylketonuria, congenital hypothyroidism, cystic fibrosis and congenital adrenal hyperplasia;
- Medicines for citizens with congenital immunodeficiency disorders;
- Medicines and small laboratory equipment to ensure the treatment of infertility in women through assisted reproductive technologies;
- Medicines for citizens suffering from pulmonary hypertension;
- Medicines for children with cerebral palsy;
- Medicines for citizens with cystic fibrosis;
- Medicines for antiretroviral therapy of adults, adolescents and children;
- Medicines for the treatment of tuberculosis;
- Medicines for patients with infectious diseases accompanied by a high mortality rate;
- Medications for substitution maintenance therapy;
- Medicines for citizens suffering from orphan metabolic diseases.
The nomenclature lists of goods to be purchased can be found on the website of the Ministry of Healthcare in the section "Orders" (Ukrainina language only), as well as in the special Decree of the Cabinet of Ministers of Ukraine.

We are still waiting for the documents that allow us to lauch 2021 procurement procedures from the Ministry of Healthcare of Ukraine, particularly, passports of the budget programmes, collected demand from the regions as well as terms of references for each item to be procured.
