Key facts and figures of the work of the SE "MPU" in March 2021

Logistics. In March, suppliers, contracted by the SE "Medical Procurement of Ukraine" made 54 deliveries of medicines and medical devices worth of UAH 482.3 million. Since the beginning of the year as much as 209 deliveries to the warehouse in Kyiv were made, delivering medical items procured for the  2020 budget programs, for the total sum of UAH 2.7 billion. 

Medicines and medical devices worth of around UAH 1.9 billion have already been delivered to regional health departments and healthcare facilities. Mostly goods are delivered in such areas as youth haemophilia, youth and adult oncology, ART, cerebral palsy, cardiovascular diseases, multiple sclerosis, etc. All deliveries are subject to incoming quality control, which includes visual inspection, verification of accompanying documents, quantitative control-recalculation, as well as laboratory analysis, if needed. After receiving all necessary documents, the our subcontractor, which provides logistics services, delivers the goods to the regions. 

In March, 45 computed tomography (CT) scans were delivered to healthcare facilities. Overall, since the beginning of the year, 142 out of 161 purchased CT scans have been delivered, 39 CTs have been put into operation, simultaneously with comprehensive educational sessions and staff training. Delivery and installation of the rest of the CTs continues. The value of the already delivered equipment is around UAH 1.7 billion.

The contracted suppliers are working on equipping the ambulance cars, procured by the MPU. 

Anti-corruption activities and compliance. Qualification of 188 new suppliers for the medical catalogues of the Prozorro Market has been carried out. The training module on the anti-corruption policy was developed for the e-Cabinet of the suppliers in our MedData system. This e-Cabinet is currently being tested. It will be mandatory for the suppliers, contracted by the MPU in 2021, to use the e-Cabinet.

Preparation for the 2021 procurement procedures. Our departments of the category management and public procurement are fully prepared for conducting procurement procedures 2021. In particular, for each of the 19 areas, attributed to MPU in 2021, our colleagues: 

  • conducted market analyses and identified categorical strategies; 
  • conducted market consultations with potential participants of the procedures;
  • formed and provided comments on the approved nomenclature positions to the Ministry of Healthcare of Ukraine;
  • adjusted the tender documentation, taking into account the decisions of the Antimonopoly Committee of Ukraine and last year's practices.

Together with our legal team, draft agreements on the purchase of medicines and medical devices were updated.

In March we also conducted the online-forum for the suppliers "Public procurement in healthcare in 2021: organization and conduct of the procedures". More than 200 representatives of the pharmaceutical companies, residents and non-residents, participated in the event. Our speakers presented answers for up to 50 questions, that were sent to us during presentation, as well as took into account all comments that we provided in the feedback form. 

Development of the Prozorro Market. Our commercial department, which is responsible for administering the medical part of the e-catalogues in Prozorro Market, completed 198 agreements for the total amount of UAH 1,8 mln, which is two times more than last month.

New technologies. Our IT specialists developed an electronic Cabinet for the suppliers, which aims to digitalise and facilitate the process of exchanging documentation and reporting between MPU and our contractors. We continue to administer and improve our MedData informational and analytical system, which, among other, collects data on the availability of medicines, medical staff, beds, equipment etc. used to fight against COVID-19, as well as the course of vaccination. These data are used by the National Security and Defence Council, the Cabinet of Ministers of Ukraine, the Ministry of Digital Policy and Transformation and the Ministry of Healthcare in order to plan measures to fight the spreading of COVID-19. An agreement was signed on the purchase of the BI system, which is currently under development. This system will allow us to track deliveries and visualise data in a user-friendly format.

Strengthening our team. In March, 6 specialists joined the the team of the SE "Medical Procurement of Ukraine". To find our new colleagues, our talent acquisition specialists processed almost 800 CVs. Currently our team has grown from 74 to 80 members. We are constantly developing the capacity of our team through providing additional educational possibilities and further usage of the acquired knowledge in practice.

Communication with the patients and regional healthcare facilities. In March we conducted two webinars: for patients - "Access to Free Medicines: Centralised Procurement within the Programme of the Medical Guarantees" and for healthcare facilities - "Effective Public Procurement under the Programme of the Medical Guarantees". Requests from patients, patient organizations and the staff of the healthcare facilities with regards to the information on the purchased goods and delivery schedule is also being processed on a regular basis. 

Every day our team works to ensure efficient and transparent procurement of quality medicines and medical devices. Our professional approach creates added value for everyone: patients, doctors, suppliers and taxpayers.
