Alona Zhuzha shared the IT experience of Medical Procurement of Ukraine with foreign colleagues

The Medical Procurement of Ukraine team develops system IT solutions for the state and citizens that ensure transparency at all stages of medical supply. So we are glad to share our experience with other countries.

Alona Zhuzha, the Deputy General Manager for Business Analyses and IT of MPU, joined the webinar, where she presented the technological developments of Medical Procurement of Ukraine to the colleagues from Moldova, Armenia, Kazakhstan, Uzbekistan and Tajikistan. 

In particular, Alona talked about the development and functionality of the MedData information and analytical system and described in detail the process of gathering needs, which consists of the following steps:

  • MPU collects the needs (100% region's annual need, information about balances and supplies) from regional structural healthcare units according to the nomenclature determined by the Ministry of Health once a year. 
  • MPU calculates the expected deliveries to the region (taking into account future arrivals at central warehouses and balances in these warehouses).
  • After collecting and verifying the applications of the regions, MPU calculates the quantity for purchase, considering the balance and expected deliveries. At the same time, a buffer for the procurement and logistics cycle is taken into account: if a certain product balance is projected on the estimated date of the goods delivery to the country, then this value is subtracted from the 100% annual need.
  • The received amount for purchase may be adjusted depending on the amount of funding for this direction of treatment.
  • If during the year savings are obtained as a result of procurements, the funds can be redistributed to another direction, which is less well-equipped, for the purpose of covering the patients’ needs.

"In order that patients can have unhindered access to free treatment, it is essential for hospitals to correctly apply for which medical products they need and in what quantity. For several years now, this process has been taking place through MedData, which has significantly improved the quality of the submitted data," said Alona Zhuzha.

According to her, the MPU team does not stop there and continues the course towards the digitization of the medical supply system in Ukraine. In particular, at the beginning of the year, together with the Ministry of Health, Medical Procurement of Ukraine has launched the pilot project of the e-Stock electronic system for managing medical goods. Based on its results, 169 health care institutions submitted their needs for "Adult oncology" and "Endoprostheses and transplant kits".

"The MPU team plans to complete the development of the e-Stock procurement module by the end of this year, and from next year the team will implement a public module, thanks to which every patient will have the access to systematized and transparent data on state procurement of medical products," said Alona Zhuzha.

The participants of the webinar highly appreciated the level of digitization of the Ukrainian health care system and expressed a desire to adopt the experience of Medical Procurement of Ukraine and implement similar functions in their home countries.
