Medical Procurement of Ukraine organized a training webinar for healthcare institutions, during which they talked about the functionality of the Prozorro Market e-catalog and the advantages of its use for the purchase of medicines and equipment.
The event was attended by more than 500 representatives of healthcare institutions from different regions of Ukraine.
E-catalog Prozorro Market is a platform that works on the principle of an online store, where public customers can purchase the necessary goods for budgetary funds. The MPU as an administrator of the medical part of the e-catalog fills it with goods, develops the range, and qualifies suppliers.
Acting General Director of the MPU Edem Adamanov presented to the participants the functionality of the electronic catalog Prozorro Market.
"The development of Prozorro Market, which allows public customers to buy quickly, reliably, and economically, is a part of the public procurement reform. It operates on the principle of an online store and allows customers to quickly purchase the goods they need. Currently, we are working on adding more categories of pharmaceutical products to the e-catalog from the National Medicines List. At the moment, more than 300 of the most popular INN have already been added to the catalog", said Edem Adamanov.
He also added that in 2022, the total cost of medical products and medicines purchased through the e-catalog amounted to UAH 28 million, while for 4 months of this year, this figure increased to UAH 115 million.
In turn, Head of the Legal Support Department of the MPU Oleksandr Fesenko, spoke about changes in the legislation in the field of public procurement and legislative regulation of the e-catalog.
"It is planned that to implement the measures of the State Anti-Corruption Program for 2023-2025, from June, a list of medicines and medical devices will be launched, the purchase of which will be mandatory through the e-catalog. The use of this procurement tool for customers is free of charge. While procurement through centralized procurement organizations costs from 0.5 to 3%", said Oleksandr Fesenko.
Currently, the e-catalog contains more than 9,000 medical products and 450 categories, including more than 200 categories of medicines. More than 500 suppliers are registered and about 1,700 customers have already taken advantage of Prozorro Market.
The average duration of purchases through the e-catalog: request for quotations — 9 days, direct purchase — 4 days. Savings when requesting quotations are up to 70% of the expected cost of purchases.
Advisor on the development of the MPU Vitaliy Ovsyannikov spoke about the advantages of using the electronic catalog Prozorro Market.
"Customers receive many advantages, including automatic reporting and contract templates, ready-made technical specifications, a wide range of products and cost savings, reliable and proven suppliers, the ability to file a complaint against suppliers in case of violations of the latest rules for using the electronic catalog", added Vitaliy Ovsyannikov.
According to him, the customer does not need to go a long way: to prepare tender documentation and formulate technical requirements, to qualify the supplier. Since the MPU specialists have already done work on the creation of relevant profiles and validated suppliers.
He also spoke about the mechanism of request for quotations, which is used in the case of procurement, the cost of which is or exceeds 100 thousand UAH. It consists of the fact that the customer selects the appropriate profile and announces on its basis a request for quotations. However, it is possible to apply the procedure for requesting price offers to purchases, the cost of which is less than 100 thousand UAH.
In turn, suppliers receive invitations to participate in this procedure through a personal account on the electronic platform.
