The Cabinet of Ministers of Ukraine expanded the list of medicines and medical products mandatory for procurement through the electronic catalog Prozorro Market.
The respective changes are stipulated in government Resolution No. 34. The changes regarding medical products are already in effect, while those related to medicines will come into effect on March 1, 2024.
Therefore, over 400 categories of medicines and 92 categories of medical products will be mandatory for procurement through the e-catalog. The complete list is included in the annex to the Resolution.
"The use of the electronic catalog allows for reducing prices of medical goods by increasing competition among suppliers, reducing corruption risks, as well as standardizing and expediting procurement procedures. Collectively, this enables the purchase of more medical goods and improves patient access to them," notes Yevhenii Honchar, the head of the Department of Medical Services at the Ministry of Health of Ukraine.
"The e-catalog is experiencing increasing demand among healthcare institutions, as it is a transparent and efficient tool for the procurement of medical goods. That's why the government has significantly expanded the list of medicines and medical products that will be mandatory for procurement through Prozorro Market. The electronic catalog allows for swift procurement and cost savings. Thanks to a high level of competitiveness, hospitals on average save over 20% of the expected cost when purchasing through Prozorro Market. Moreover, the MPU team has recently automated the addition of new products to the e-catalog, so its assortment is actively expanding, allowing every buyer to acquire what they need," adds Vitaliy Ovsyannikov, the project manager of Prozorro Market at the MPU.
In total, last year, over 1,600 buyers entered into 13 thousand agreements using Prozorro Market to meet their needs for medicines and medical products.
The total value of medical goods purchased through the e-catalog in 2022 amounted to 28 million UAH, while in 2023, this figure increased to 2.5 billion UAH, which is 90 times more than the previous year.
