Recently, the Resolution of the Cabinet of Ministers of Ukraine on "Some issues of implementation of the pilot project regarding the activities of the centralized procurement organization in the field of health care" came into force. This decision expands the functions of the State Enterprise "Medical Procurement of Ukraine" as a centralized procurement agency (CPA)*.
What does this decision mean?
The Law of Ukraine "On Public Procurement" provides for such a tool as procurement through the CPA. CPAs are legal entities that meet the criteria set by the Resolution of the Cabinet of Ministers of December 27, 2018 № 1216 and have the appropriate status granted by the Cabinet of Ministers of Ukraine or local governments.
The adopted Resolution of the Cabinet of Ministers defines the State Enterprise “Medical Procurement of Ukraine” as a CPA and gives the right to public customers to apply to us for the purchase of medical goods in their favor.
Who can apply to the State Enterprise "Medical Procurement of Ukraine" as a CPA in terms of customers?
Currently, the State Enterprise "Medical Procurement of Ukraine" has the opportunity to conduct procurement for health care institutions that have concluded an agreement with the National Health Service of Ukraine on medical care under the program of medical guarantees (PMG), and structural units for health care of regional and Kyiv city state administrations.
What goods and services can be purchased through the CPA?
The resolution stipulates that the State Enterprise "Medical Procurement of Ukraine" as a CPA may purchase:

medicines;

medical immunobiological drugs;

medical devices;

ambulances;

medical gas supply systems;

personal protective equipment;
-
services related to the supply of these goods.
Why State Enterprise "Medical Procurement of Ukraine"?
The team of the State Enterprise "Medical Procurement of Ukraine" has proven experience and expertise in the procurement of medical supplies, in particular through the implementation of procurement of medicines and medical devices under the programs of the Ministry of Health.
Due to significant volumes of orders for goods, professional expertise of employees responsible for the preparation and conduct of procedures, market understanding and thorough inspection of contractors, we were able to save money and ensure the successful implementation of contracts.
For example, we were able to save up to UAH 346.7 million on the purchase of ambulances this year and more than UAH 160 million in 2020. We bought medicines up to 7 times more economically than other customers.
Procurement through CPA is becoming especially relevant now, during the period of significant spread of coronavirus infection. Due to the critical workload, health care facilities may not always be able to pay sufficient attention to procedures. For us, it is a profile activity. That is why the involvement of the State Enterprise "Medical Procurement of Ukraine" in procurement is now especially relevant.
