Today, Medical Procurement of Ukraine received the confirmation from the Ministry of Health (MoH) of Ukraine on the documents that were needed to start tender procedures on the state-funded procurement programme for antiretroviral therapy for HIV infection of adults, adolescents and children (ART).
MPU waited for such confirmation for a long time: firstly, it was delayed due to the protracted collection and re-collection of the needs, announced by the MoH, afterwards due to the changes into the key decree on this programme, finally, we waited for the order on the quantities and confirmation of the technical, qualitative and other characteristics of the procurement items, which we finally received on 2 September from the MoH.
According to ART programme, 25 specific moleculas should be purchased. We started to announce respective tenders on the programmed, immidiatelly after receiving the confirmation from MoH.
It is worth mentioning that this year MPU performs procurement of medicines and medical devices according to 14 from 38 state programmes of centralized medical procurement. Documents that allow us to start procuring on 13 of these programmes we received on 4 June 2020 https://bit.ly/2YZfvh1. Because of the Decree of the Cabinet of Ministers of Ukraine №478, which we consider as illegal https://bit.ly/2YXACAl, announcement of even these tenders were delayed.
Previously we mentioned that we planned to launch all procurement procedures in March 2020. Such timing gave us a possibility to hold all tender procedures in Prozorro in a timely manner, as well as to sign all the agreements and ensure delivery of the purchased items until the end of this year. Due to the number of circumstances, for which MPU wasn’t responsible, launch of the procurement procedures delayed to almost III quarter of the year, in particular, the mentioned ART. Taking into account timing of the tender procedures (eurotenders, 2 months), possible appeals on the tenders, production of medicines (4-6 months), delivery and possible delays due to the pandemic (export restrictions in some countries, supply chain disruptions, suspended production), delivery time of medicines and medical devices, purchased under the centralized programs, moved mainly to the I-II quarters of 2021.
