Medical Procurement of Ukraine aims to purchase 136 CT scans. The ensured economy on this procurement is UAH 119,9 mln public funds

State Enterprise Medical Procurement of Ukraine contracted 54 units and accepted proposals for additional 82 units of computed tomography scan (CT scan). Manufacturers of high-quality purchased devices - the world's leading companies Siemens (Germany), General Electric (Japan and China), Canon (Japan), Hitachi (Japan).

As a result of several rounds of negotiations with the suppliers, qualified for the procedure, the MPU managed to purchase CT scans for the total of UAH 1.9 billion. As the result, the agency managed to save UAH 119.9 million, counting from the initial price with which suppliers entered the tenders. We are talking about the following number of goods:

  • 93 CT scans for at least 16 physical sections, giving at least 32 reconstructed sections. The actual purchase price is UAH 1.1 billion.
  • 43 CT scans for at least 64 physical sections, giving at least 128 reconstructed sections. The expected purchase price is UAH 0.8 billion.

Contracts with the two winners of the procedures have already been published on Prozorro.

Two more companies are in the process of contracting.

The number of CT scan sections correspond to the speed of image’s acceleration. That gives the clearer, better and more detailed image.

Some of the equipment will be delivered this year, some - until March 2021. This means that the regional hospitals that prepared the premises and the staff for working with such equipment, will soon receive it. Delivery will take place directly to the hospital.

Contracted CT scans meet all the characteristics stated in the terms of reference. Their quality is confirmed by certificates. The suppliers of the equipment had been checked for their integrity and for the experience of installing such equipment in Ukraine.

Throughout the procurement period, our team felt unprecedented pressure. For example, an unprecedented information attack in several media and anonymous Telegram channels. These fakes contained information that we were purchasing low-quality CT scans that did not meet the technical requirements, that we were lobbying the interests of one of the participants of the procedure, in particular AFS Medicinetechnik LLC, that proposed the CT scans produced by Philips. All the above information didn’t correspond the reality and we immediately refuted it https://bit.ly/31RLC3w. Moreover, the offer of AFS Medicinetechnik LLC was immediately rejected due to the non-compliance of the proposed equipment with the technical requirements.

We managed to outstay all the pressure. Due to out strong negotiating position we managed to persuade the suppliers to propose more favorable offers than the ones they came up with during the first round of collection of the commercial offers. We managed to negotiate decrease of the price up to UAH 119.9 million. For equipment of such class, lowering of the prices is a significant success.

More details about this difficult, but successful case

On July 8, 2020, the Cabinet of Ministers of Ukraine adopted Resolution №613 “On Allocation of Funds for the Purchase of Equipment for the Emergency Departments of the Hospitals” (https://bit.ly/2PHc1e3, within the governmental project Great Construction). According to the resolution, the Ministry of Health of Ukraine was designated as the main administrator of the budget funds (UAH 5.3 billion) and the responsible executor. MPU, as a recipient of budget funds, is involved in the purchase of the equipment. In particular, endoscopic imaging systems, angiography equipment and CT scans.

The purchase of CT scans was carried as per the simplified procedure, in accordance to the resolution of the Cabinet of Ministers № 225 dated 20.03.2020. This this because CT scans are included in the list of goods destined to combat the spread of coronavirus infection.

During August, our team held consultations with the manufacturers of devices to form a clear technical task in compliance with the principles of public procurement. For the first time, we applied to the Ministry of Health on August 21 to approve the vehicle. From then until September 17, the process of approving the terms of reference took place, with the involvement of the representatives of the Ministry of Health and the working group working for this purpose at the Ministry.

After approving the terms of reference on September 18, 21, 22 and 23, we announced 6 procedures: 4 for 16 physical sections and 2 for 64 physical sections. The announced procedure was the "sub-threshold procurement". This is the tool of market analysis and identification of the most advantageous offers. According to the results, the MPU was not obliged to enter into an agreement with any of the applicants and may continue the market analysis. Carrying out such a procedure allows us to qualify suppliers and assess their ability to supply goods. With qualified participants we held several rounds of negotiations.
