For the last three months two groups of auditors of the State Audit Service of Ukraine performed state financial control, aimed at verification of the procurements done for the funds from the State fund to fight COVID-19.
Within the audit the State Audit Service of Ukraine checked procurements of the SE "Medical Procurement of Ukraine" according to which 36 agreements had been concluded for the overall amount of UAH 4,2 bln.
We received the report on the first audit on March 5, and the Act regarding the second audit - on April 19. It should be noted that State Audit Service of Ukraine didn't identify any significant violations , which could affect the procurements or their results, during planning, conducting procedures, concluding agreements or their implementation from the side of the SE "Medical Procurement of Ukraine". We only received remarks
Also, the State Audit Service of Ukraine published the audit report where they identify the lack of Interaction Procedure as one of the biggest procurement problems of 2020.
The received remarks mention the unregulated interaction with the Ministry of Health of Ukraine, the absence of the funds in one of the budget programmes for storage and delivery of the PPE from the side of the Ministry, as well as some aspects of workflow etc.
Successful results of the audit by the State Audit Service of Ukraine is an indicator of the high-quality work of the State Enterprise "Medical Procurement of Ukraine". In 2020, we were the largest buyer of the COVID-19 related goods in Ukraine. We purchased large quantities of CT scans, ventilators, personal protective equipment, including protective clothing, medical masks, gloves, etc., medicines for the COVID-19 treatment, rapid tests for COVID-19 antigen. Conducting all these procurements without significant remarks from the State Audit Service of Ukraine is a proof of high professionalism of our team and our strict compliance to the current legislation.
