In response to the challenges of full-scale war, the Medical Procurement of Ukraine has begun to adapt and transform its processes to ensure the effective supply of necessary medications to Ukrainians despite any obstacles.
That's why we have started using the global procurement system SAP Ariba. This functionality enables the MPU to carry out more efficient and timely procurement, engage a broader range of suppliers, and save costs.
The system automates the work of all participants at every stage of the procurement process, from the purchase request to contract management.
What is the difference between the SAP Ariba system and other procurement systems, especially Prozorro?
Prozorro is an electronic procurement system where qualification and auctions take place.
SAP Ariba is a procurement tool with broader functionality. For instance, it allows the configuration of auctions (English, Japanese, Dutch), features a contract management module, a database of verified suppliers, tracking and analysis systems, and more.
Indeed, currently, the SAP Ariba and Prozorro systems complement each other perfectly, creating an automated flow of processes and data. They enable the Medical Procurement of Ukraine to respond quickly, flexibly, and efficiently to any changes and challenges.
Thanks to the use of SAP Ariba, 400 VAC devices and 10,000 sets of consumables for aiding severely wounded individuals were procured with donor funds raised under the auspices of the Embassy of Ukraine in the United Kingdom. These items were scarce in the Ukrainian market, but SAP Ariba facilitated finding one of the highest-quality suppliers within a few days at a price three times lower than the market rate in Ukraine.
Additionally, the MPU managed to achieve a 15% cost savings in the purchase of 13 armored vehicles for evacuating the wounded from a Canadian manufacturer. These vehicles were custom-made and have already been delivered to the military.
The system also hosted the first unique auctions in Ukraine for the purchase of 4 neurosurgery operating microscopes as part of the UNITED24 initiative. Thanks to SAP Ariba, procurement savings reached 40%.
Starting from 2024, the MPU will fully transition to the SAP Ariba system for processes ranging from order receipt to contract formation.
This will enable the most efficient supply of medical goods and expand opportunities for Ukrainians to receive free treatment for complex illnesses.
